Based on the Decree of August 31, 1944 (Sierpniówka) of the Polski Komitet Wyzwolenia Narodowego (PKWN, Polish Committee of National Liberation), one of the world's first laws punishing crimes of World War II .Decree also applied to former partisans of the Armia Krajowa (Home Army), whom Communism propaganda portrayed as collaborators.
